SEU SREC Purchase Program

The SEU SREC Purchase Program was an upfront payment of $450/kW in exchange for the first 20 years of SRECs created by a solar system. More information is available in the manual.

This program was open to all Delaware residents who install Delaware-sited systems less than or equal to 50kw in size. In order to be eligible for the program, systems must have a final interconnection date of after August 4th, 2014. Although you could applied for the program anytime after August 4, 2014, the final application and grant disbursement will not occur until the system has been interconnected and a Delaware Public Service Commission Certification Number has been obtained. Payments will be made on a first come, first serve, basis and the program currently has $3,750,000 allocated for SREC Purchases. A countdown amount will be available at the time of application in order for prospective participants to gauge the amount of funding remaining.

Notes: The SEU Upfront Purchase Program is no longer accepting Part 1 or Part 2 applications. All funds have been reserved through submitted Part 2 applications on a first, first serve basis.

Any systems who already have a long term contract for their SRECs, including those systems currently enrolled in the SRECDelaware Program, are not eligible for this program.

Note: The SEU Upfront Purchase Program will stop accepting Part 1 applications on April 1st, 2017. Funds will be allocated to applications on a first come, first serve basis upon the submission of a Part 2 application. The Part 1 application does not reserve any funding. All systems must be complete by October 15th, 2017. We will not accept any Part 2 applications after October 15th, 2017

All SEU SREC Purchase Program applicants must meet the following requirements:

1. System must be interconnected after August 4th, 2014.

2. System must not have received a Green Energy Program Grant at the pre-Aug 4th, 2014 levels. Facilities that have not yet received their grant may opt to receive the post-Aug 4th grant in order to be eligible for the SREC Purchase Program, however they must complete a new application online at www.GreenGrantDelaware.com in order to receive the grant.

3. Systems must have an online reporting system installed and provide the login information for that system to the SEU. This system does not have to be revenue grade and may be an inverter based reporting system. The system must be maintained and operational for the 20 year life of the contract.

4. Systems must have a revenue grade meter installed. This does not have to be a revenue grade reporting meter, it can be an analog meter, however it does have to be revenue grade and installed after the inverter and measure AC output of the system. If a revenue grade reporting meter is installed, no additional revenue grade meter is required. Note that the utility installed meter is not sufficient to meet this requirement nor is the inverter based meter.

5. The customer must provide access to the system to the SEU upon reasonable request for the life of the contract, and must not impede the SEU from making modifications necessary to ensure creation of the SRECs covered under the contract.

6. The system must be physically located in Delaware and must obtain a Delaware Public Service Commission Certificate. The system must be eligible to create SRECs under the Delaware Renewable Portfolio Standard.

7. Part 2 of the application must be submitted within 3 months of the interconnection date.

Systems wishing to apply for the SREC Purchase Program can complete an application at www.GreenGrantDelaware.com. The application has two parts, initial and final. Applicants have the option of completing the initial application before their system is built, however funding is first-come, first-served and applicants are not guaranteed of funding until their system in complete and they have obtained a Delaware Public Service Commission certification number.

Can I enroll my existing solar array in the SEU SREC Purchase Program?

No. The SEU SREC Purchase Program is designed to incentivize new solar construction and only accepts systems with a date of interconnection after Aug 4th, 2014.

Can I participate in the SEU SREC Purchase Program and the SRECDelaware Procurement Program?

No. Previous winning participants in the SRECDelaware Procurement Program are not eligible to participate in the SEU SREC Purchase Program. SREC Purchase Program participants will not be eligible to participate in any future SREC Procurement Program solicitations.

The SEU SREC Purchase Program requires the solar system owner to deliver all the SRECs their system produces for 20 years. This makes the system ineligible to enter into any other SREC contracts, either through a DE procurement program or a private party.

Do I have to apply for a grant to participate in the SEU Upfront Purchase Program?

No. Participants are free to participate in any combination of programs that they qualify for.

Do I have to be a Delmarva Power Customer to participate in the SEU SREC Purchase Program?

No. All systems located in Delaware interconnected after Aug 4th, 2014 and 50kw or below in size are eligible for the SEU SREC Purchase Program.

What are the metering requirements for the SEU SREC Purchase Program?

Participants must have at least one revenue grade meter and an online reporting system. The online reporting system does not have to be revenue grade, however if it is than a second revenue grade meter is not required. Please note that the utility installed meter does not qualify as a revenue grade meter for this program, the meter must be installed immediately after the inverter and before any load. Also note that most inverter based reporting systems are not revenue grade.
